4-H Staff News & Notes - Week of January 8, 2012

Hi,

Over the Holiday break I was cleaning a closet of old boxes of files. Back in the 80s for two winter quarters I taught the graduate class at Ohio State, AG ED 643 – Non-School Youth Organizations. In my “643” box of files, I found a handout that I used which was created by Joel R. Soobitsky, California Cooperative Extension Service on October 1, 1980. It was titled, “30 4-H Projections for the 80s”. It was interesting to ascertain the accuracy of Joel’s crystal ball.

As I read down through the list, I found that some of these “projections” that were more or less statements that described 4-H then and now. For instance, #4 was: “The strength of 4-H will be the quality of its clubs/ groups, projects, activities and local leaders.” Then #5 was: “The project will continue to be the heart of 4-H with an increase in subject matter areas.” However, there were ten of his projections that in my opinion have come to pass:

1. 4-H will continue to be an important educational program

10. More program planning used than reaction programming

14. The 4-H workers will become a profession of equality within Cooperative    Extension

15. Volunteers will be managed and supervised as if paid

18. Staff will gain more specialization

25. 4-H will gain more resources form other public and private sources than from USDA/ Land Grant Sources

26. States and counties will develop or expand 4-H Foundations

27. Sources and amount of funds will determine priority audiences rather than debating our obligations

28. Volunteers will do more lobbying of the public sector

30. Accountability will gain more emphasis

However, there were ten other projections I would describe as "still in progress".

7. 4-H will become an educational method for other public agencies

8. A wider knowledge base at the home university and other educational institutions will support 4-H

9. All Extension Youth Programs will not have the 4-H label

10. There will not be a large increase in the numbers of professionals – there will be an increase in paraprofessionals and volunteers

16. Professional staff will be evaluated on their ability to develop and manage paraprofessionals and volunteers

19. The volunteer teaching youth will be increasingly teens

20. 4-H Alumni will become more involved with 4-H

21. 4-H alumni in colleges and universities will play a greater role

22. State 4-H Specialists will devote more time to local programs

29. More sharing between youth serving agencies including schools, churches, and parks and recreation

All of these 30+ year-old projections are elements that are worthy of a pause and reflection as we begin a new year. I have stated my interpretation of the progress and status of each.  How would you rate Ohio’s progress? Which projections, if continued or developed into realities, would be the most progressive?

Thanks for your reflections,

Tom

The project focused on increasing connections between the skills employers say they need in the 21st century and those workforce skills gained through the 4-H camp counseling experience. If you are interested in learning more, check out http://youthsuccess.osu.edu/ and see what has been going on.

ACCESS 4-H Communication to OH County Staff

“After the fairly recent system update from ACCESS 1.0 to ACCESS 1.1 in November we experienced some system issues associated with the update that adversely impacted basic system functionality.  National 4-H Council decided to halt progress on new features and new system updates in favor of dedicating all resources to fixing the issues as the issues were impacting the active customer base.  The import tool is a tool that only the ACCESS team utilizes, so we decided to delay updating the new system with the import tool in favor of addressing relevant matters to the end user.  Unfortunately this period of time took much longer than anticipated and as a result we have not been able to import any data as originally planed.  However, our developers have devised an interim solution specifically for the purpose of getting all Ohio 4-H imports in as quickly as possible.  The ACCESS team is “all hands on deck” with the Ohio import task.  The most optimistic timeline for completion is Monday1/9/2011.  The most conservative timeline is Friday 1/13/2011.  All counties that are not yet imported will be migrated in to the new system at the same time.  We will inform the state office once all imports are in, and they will in turn inform all counties.  Once the data is in the system we will administer system credentials to staff via email.  Thank you for your patience with this matter and we apologize for the delay.”
